Azerbaijan: In parliamentary elections, the New Azerbaijan Party wins 68 of 125 seats and independents 44. Turnout is 37.3%.
Germany: In state elections in Sachsen, the Christian Democratic Union (CDU) wins 31.9% of the vote (41 of 120 seats), the Alternative for Germany (AfD) 30.6% (40), the Alliance Sahra Wagenknecht (BSW) 11.8% (15), the Social Democratic Party (SPD) 7.3% (10), the Greens 5.1% (7), the Left 4.5% (6), the Free Voters (FW) 2.3% (1), the Free Saxons 2.2% (0), Animal Protection Here! 1.0% (0), and the Free Democratic Party (FDP) 0.9% (0); turnout is 74.4%. In Thüringen, the AfD wins 32.8% of the vote (32 of 88 seats), the CDU 23.6% (23), the BSW 15.8% (15), the Left 13.1% (12), the SPD 6.1% (6), the Greens 3.2% (0), the FW 1.3% (0), and the FDP 1.1% (0); turnout is 73.6%.
Honduras: Rixi Moncada is appointed and sworn in as defense minister.
Serbia: Former foreign minister of Yugoslavia (1987-91) Budimir Loncar dies.

Guernsey: Former chief minister (2007-08) Mike Torode dies.
Niue: The title of premier is changed to prime minister.
Peru: In a cabinet reshuffle, Elmer Schialer Salcedo is sworn in as foreign minister.

Sweden: Foreign Minister Tobias Billström announces his resignation. On September 10 Maria Malmer Stenergard is appointed foreign minister.
Thailand: The king endorses Prime Minister Paetongtarn Shinawatra's cabinet (sworn in September 6), with Phumtham Wechayachai as defense minister, other key posts being unchanged.
Ukraine: Foreign Minister Dmytro Kuleba resigns. On September 5 parliament accepts the resignation (240 votes) and approves President Volodymyr Zelensky's nominee Andriy Sybiha as foreign minister (258 votes).

France: President Emmanuel Macron appoints Michel Barnier as prime minister. On September 21 his cabinet is named (taking office September 23) with Jean-Noël Barrot as foreign minister, Bruno Retailleau as interior minister, and Antoine Armand as finance minister; Sébastien Lecornu remains armies minister.
France: Fabrice Pannekoucke is elected president of Auvergne-Rhône-Alpes; he wins 132 votes against 51 for Maxime Meyer and 17 for Andréa Kotarac.
Nicaragua: Valdrack Jaentschke is appointed foreign minister.

Indonesia: Andriko Noto Susanto takes office as acting governor of Nusa Tenggara Timur.
Mexico: President-elect Claudia Sheinbaum designates Gen. Ricardo Trevilla as defense minister.
Sint Maarten: Governor Ajamu G. Baly appoints Luc Mercelina as formateur.

Algeria: In presidential elections, incumbent Abdelmadjid Tebboune wins 84.3% of the vote, Hassani Cherif 9.6%, and Youcef Aouchiche 6.1%. Turnout is 46.1%. On September 17 Prime Minister Nadir Larbaoui submits the government's resignation.

Cook Islands: The term of High Commissioner Tui Dewes ends. On September 11 Catherine Graham takes office as high commissioner.
Peru: Former foreign minister (2022-23) Ana Cecilia Gervasi dies.
Russia: Results of popular elections of regional heads held September 6-8 (CPRF=Communist Party of the Russian Federation; JR-FT=A Just Russia-For Truth; LDPR=Liberal-Democratic Party of Russia; NP=New People; UR=United Russia): On September 8 the parliament of Khanty-Mansi autonomous okrug elects acting incumbent Ruslan Kukharuk as governor, who receives 33 votes, against 3 for Aleksey Savintsev (CPRF) and 0 for Mikhail Serdyuk (JR-FT), and is immediately sworn in; the People's Assembly of Ingushetia reelects Makhmud-Ali Kalimatov as head of the republic with 25 votes, against 3 for Islam Gadiyev (LDPR) and 2 for Alikhan Arapkhanov (JR-FT). On September 12 the parliament of Crimea reelects (unanimously) Sergey Aksyonov as head of the republic.

Aruba: The government of Prime Minister Evelyn Wever-Croes resigns.
Russia: Former head of the republic of Mari El (2017-22) Aleksandr Yevstifeyev dies.

Jordan: In parliamentary elections, the Islamic Action Front wins 31 of 138 seats, Mithaq 21, Irada 19, and Taqadum 8. Turnout is about 32%. On September 15 the government of Prime Minister Bisher Khasawneh resigns and King Abdullah asks Jafar Hassan to form a new government. On September 18 the government is appointed with Hassan also as defense minister and Abdelhakim Shibli as finance minister; Ayman Safadi remains foreign minister and Mazen Faraya interior minister.
Liberia: The Senate confirms Augustine Ngafuan as finance minister.

Honduras: Christian Duarte is sworn in as finance minister.
Peru: Former president (1990-2000) Alberto Fujimori dies.

Federated States of Micronesia: Former president (1987-91) John Haglelgam dies.
Papua New Guinea: Prime Minister James Marape survives a no-confidence vote in parliament (rejected 75-32).
Senegal: President Bassirou Diomaye Faye dissolves parliament, setting new elections for November 17.

Italy: Former president of Puglia (1975-78) Nicola Rotolo dies.
South Sudan: Elections (see July 5) are postponed by two years, to Dec. 22, 2026.

Kuwait: Former prime minister (2011-19) Sheikh Jabir Mubarak Al Hamad Al Sabah dies.
Syria: President Bashar al-Assad assigns Muhammad Ghazi al-Jalali to form a new government. It is appointed on September 23, with Bassam Sabbagh as foreign minister and Riyad Abdel Raouf as finance minister; Maj.Gen. Ali Mahmoud Abbas remains defense minister and Muhammad Khalid Rahmun interior minister.

India: The chief minister of Delhi, Arvind Kejriwal, announces his resignation. On September 17 Atishi is designated to succeed him; she is sworn in on September 21.

Canada: Former commissioner of the Northwest Territories (2005-10) Tony Whitford dies.

Mauritania: Former foreign minister (2008-09) Mohamed Mahmoud Ould Mohamedou dies.
Slovenia: Borut Sajovic is nominated as defense minister.

Japan: The prefectural assembly of Hyogo adopts (unanimously) a no-confidence motion against Governor Motohiko Saito. On September 30 he is automatically removed from office after his refusal to resign or to dissolve the assembly; Deputy Governor Yohei Hattori becomes acting governor.

Congo (Kinshasa): Parliament approves an 81st extension of the state of siege in Ituri and Nord-Kivu.
United States: Former governor of Washington (1965-77) Daniel J. Evans dies.

Nigeria: In gubernatorial elections in Edo, Monday Okpebholo (All Progressives Congress) wins 51.9% of the vote and Asuerinme Ighodalo (People's Democratic Party) 44.0%.
Sri Lanka: In presidential elections (turnout 79.5%), Anura Kumara Dissanayake (National People's Power) wins 42.3% of the vote, Sajith Premadasa (Samagi Jana Balawegaya) 32.8%, and incumbent Ranil Wickremesinghe (independent) 17.3%. After reallocation of ranked votes, Dissanayake wins 55.9% and Premadasa 44.1%. On September 23 Dissanayake is sworn in and Prime Minister Dinesh Gunawardene resigns. On September 24 Harini Amarasuriya is sworn in as prime minister; Dissanayake takes the defense and finance portfolios himself and Amarasuriya home affairs, while Vijitha Herath becomes foreign minister (taking office September 25). Also on September 24 Dissanayake dissolves parliament, with elections set for November 14.

Germany: In state elections in Brandenburg, the Social Democratic Party wins 30.9% of the vote (32 of 88 seats), the Alternative for Germany 29.2% (30), the Alliance Sahra Wagenknecht 13.5% (14), the Christian Democratic Union 12.1% (12), the Greens 4.1% (0), the Left 3.0% (0), the Free Voters 2.6% (0), the Animal Protection Party 2.0% (0), Plus 0.9% (0), and the Free Democratic Party 0.8% (0). Turnout is 72.9%.

Russia: President Vladimir Putin dismisses his plenipotentiary in Uralsky federal district, Vladimir Yakushev.
United Nations Educational, Scientific and Cultural Organization: Former director-general (1974-87) Amadou-Mahtar M'Bow dies.

Canada: Prime Minister Justin Trudeau survives a no-confidence vote in parliament (rejected 211-120).
Italy: Former president of Abruzzo (1977-81) Romeo Ricciuti dies.
Sri Lanka: The following provincial governors are appointed and sworn in: Sarath Bandara Samarasinghe Abayakon (Central), Jayantha Lal Ratnasekara (Eastern), Wasantha Kumara Wimalasiri (North Central), Tissa Kumarasiri Warnasuriya (North Western), Nagalingam Vethanayagam (Northern), Champa Janaki Rajaratne (Sabaragamuwa), Bandula Harischandra (Southern), Kapila Jayasekara (Uva), Hanif Yusuf (Western).

Austria: In parliamentary elections, the Freedom Party wins 28.8% of the vote (57 of 183 seats), the Austrian People's Party 26.3% (51), the Social Democratic Party 21.1% (41), New Austria 9.1% (18), the Greens 8.2% (16), and the Communist Party 2.4% (0). Turnout is 77.7%.
